Strip Call

I had a strip called on me by the thrower of the disc while defending the thrower’s intended receiver in a game a few weeks ago. I felt this call was incorrect, but the thrower insisted his call was correct as per the rules. Can you please provide some insight.

The play in question:

The player with the disc made a throw to his teammate. I intercepted the pass just before the intended receiver was about to catch it. The intended received did not make a call, and he and I both played on. The thrower of the disc called a strip on me. I advised the thrower that he could not make that call, stating it could only be the intended receiver (which after reviewing the rules after the game I realize I could very likely be wrong on). The thrower insisted he was allowed to make the call. I asked the thrower if he was sure that I stripped his intended receiver. I asked him how he could be certain I stripped his intended receiver when his intended receiver (who is a competent player that would know to make that call if he felt he was stripped) didn’t make a strip call; therefore, feeling a strip had not occurred. The thrower insisted I stripped his intended receiver. I contested and play resumed accordingly. Who is correct in this situation?

Violations and Fouls:

An infraction may only be called by a player on the infracted team who recognizes that it has occurred.
The player must know that a specific rule was violated and have perceived the particular action with certainty. A player may not call an infraction whenever the player maybe recognizes that some infraction might have occurred, unless specified differently elsewhere. The player must immediately call violation or the name of the specific infraction loudly.

What I would like to clarify is who was correct in the above example. If the thrower was correct that any player on the infracted team (and on the field) that observes an infraction with certainty can make the call, then what other instances can this call be made?

The wording says ‘infraction’. What specifically does an ‘infraction’ mean. Is a fast count, double-team, disc-space, vision blocking, fast count, strip, foul on one of their teammates, contested foul, pick, etc, etc, etc all infractions?
